Assembly Bill 8 (Aguiar-Curry) Hemp Integration

This bill will be heard in the Assembly Business and Professions Committee on Tuesday, 4/22/25. This bill builds on efforts on the part of Assemblymember Aguiar-Curry, industry sponsors (CCIA & UFCW last year, CaCOA this year) DCC and the Governor’s Office with AB 2333 last year, and seeks once again to integrate hemp inputs and hemp products into the regulated California cannabis supply chain. Origins Council and our Regional Partners have an Oppose Unless Amended Position, and are closely engaged with the proponents of the bill urging critical amendments to protect the interests of licensed cannabis farmers. Assembly Bill 564 (Haney) Cannabis Excise Tax Freeze

OC is proud to be a co-sponsor of this bill and appreciates the leadership of @CalNORML in this critical advocacy to prevent the automatic increase of the State’s cannabis excise tax from the current 15% up to potentially 19%. This bill faces opposition from a coalition of the recipients of the Tier 3 cannabis tax funding. DCC Proposed Cultivation Regulations & On-Farm Sanitation Standards

On March 14, the DCC formally openly a public comment period on proposed revisions to state cultivation regulations, including the following:

  • Establishing regulations for on-farm sanitation.
  • Requiring mature plants utilized for R+D and seed production to be marked as part of the canopy area, and included in calculations for maximum allowable plant canopy.
  • Allowing transfer of immature plants and seeds from a cultivator to a nursery, or between multiple licenses controlled by the same cultivator.
  • Eliminating state requirements on generators.
  • Eliminating state requirements for energy reporting and pest management plans.
  • Extending the maximum allowable duration of cannabis events from four days to 30 days.

DCC first made draft changes to cultivation regulations available for public review ahead of a September 2024 Cannabis Advisory Committee meeting, and Origins Council submitted public comments supporting some regulatory proposals and opposing others. In January, OC submitted an additional public comment expressing specific concerns regarding the DCC’s proposed sanitation standards. We are currently working on our comment letter for the formal rulemaking, and urging farmers to submit written comments – particularly about the proposed sanitation regulations and how those will impact operations on your farm – and ask that you plan to attend and comment at the upcoming public hearing on April 29th, 2024. We will strategize more around this in our member meeting.
