Origins Council Public Comment on DCC-2026-03R: Group Tagging of Cannabis Plants

On October 2, 2026, HCGA in partnership with Origins Council submitted public comment after a long-awaited action brought forth by the Department of Cannabis Control regarding group tagging of cannabis plants.  

DCC stated this proposed regulation “will reduce the economic burden on licensees and decrease environmental harm without negatively impacting the Department’s oversight capabilities. Department inspectors will still be able to confirm that the number of plants onsite aligns with the number recorded by licensees in the track and trace system.”

While Origins Council “strongly supports eliminating the requirement that cultivators individually tag every plant, we believe an extension from three to seven days would be beneficial,” but not at the expense of expediting the regulatory package as a whole.

After engaged discussion on the HCGA Industry Affairs Call & Origins Council Industry Affairs Call members valued time and cost saving advantages to group tagging, as well as the improved environmental impacts of reducing single use plastics. This type of advocacy work can be long, painstakingly tedious, and sometimes will result in unfavorable outcomes, so HCGA would like to thank Origins Council & our active members for their added input and time.
